In order to simplify a quotient with radicals, there cannot be radicals in the denominator. Since i = sqrt%28-1%29, it is considered a radical in the denominator. To remove it from the denominator, multiply the expression by i/i, which is just multiplying by 1:

%28%281-2i%29%2F%283i%29%29%2A%28i%2Fi%29+=+%28i-2i%5E2%29%2F%283i%5E2%29

i%5E2 = -1, so the expression can be simplified to

%28i-2i%5E2%29%2F%283i%5E2%29+=+%28i-%28-2%29%29%2F%28-3%29+=+%28%28-i%29-2%29%2F3
