If I understand correctly, you're trying to find the value of Y, right?
Y=%285x%2F3x%29%2B9
Since you have an x to the power of 1 in the numerator and in the denominator, we can cancel the x from the equation. So:
Y=%285%2F3%29%2B9
This is the same as to say:
Y=%285%2F3%29%2B%289%2F1%29
So now we look for a common denominator, which would be 3.
Y=%285%2F3%29%281%2F1%29%2B%289%2F1%29%283%2F3%29
Y=%285%2F3%29%2B%2818%2F3%29
Now you can add the fractions as they have same denominator.
Y=23%2F3

I think what you are trying to say is:

The domain of any rational function must exclude any value of the independent variable (the in this case) that would make any denominator in the function equal zero. You have but one denominator here, so let's set it equal to zero and solve:
