We need to find the ratio of the total voltage of the first circuit to that of the second circuit. Does it mean, we're going to divide? After I divided the 2 voltages (I used the conjugate of the second voltage), I got (39 + 33i) / 29. Is that the ratio already? Or should it be like in the form "first circuit is to second circuit"? Thank you.

That is the ratio.
You are starting with +V%5B1%5D%2FV%5B2%5D+ which is the ratio. The fact you multiply the top and bottom by the conjugate just changes the form.
