|2x-3|=-2
An absolute value of a number, no matter positivity or negativity, could not be a negative number. Therefore no solution.
o.k. thanks, but now why does |x-7|= 12 have the set {19,-5} as a solution. clearly -5 is a negative number.
what am I missing here??

|2x-3|=-2

|x-7|=12
x-7=12; x=19
(x-7)=-12; x=-5
The reason it works is x is negative but |(x-7)| is |(-12)| which is 12.
The absolute value of something can't be negative BUT the absolute value of a negative number is positive and exists.

So just to be sure, you're saying x and another number inside the hash marks can both be negative, but x by itself, even if in hash marks, cant (be followed by) equal a negative number?

and if you ad a negative to =2--->=-2---->answer is x=-1.50
but both these answers are with in the hash marks, with another number and
which you just ignore the polarity and consider it positive?
as you can see I'm in a world of confusion here! ha
how do I make sense of all this

Solve first just for the absolute value, if it can be isolated.
abs%282x-3%29%2B4-4=2-4
abs%282x-3%29=-2
THIS is impossible.
NO SOLUTION.
An absolute value is not a signed number, and can never be considered negative. An absolute value itself is never less than zero.
The expression inside the absolute value machine may be positive, or zero, or negative. The absolute value machine, once it contains a number, will only produce either a non-signed, ASSUMED POSITIVE value, OR zero.
O.K. Just to be sure. You're saying the VERY INSTANT a Negative occurs on the other side of the equal sign, stop right there and move on (adding a 0 with a / over it)?
