It is true that the output of the absolute value function is always non-negative. But if the argument of the function is negative, then it cannot be zero because zero is neither negative nor positive. Then again, if the question you are asking was worded EXACTLY as you stated, then there does exist an x in the real numbers, namely zero such that is not positive. However, such a question would be a very poorly worded question indeed unless the intent was to point out that is not at all the same thing as saying where
