Doubling the radius increases the volume more.

Doubling the height (h), while keeping the same base with area A, will double the volume:
V=A*h

Doubling the radius (r), will quadruple the area () of the base.
If the radius changes to 2r, the area quadruples to
Doubling the radius (with the same height) will quadruple the area of the base, quadrupling the volume of the cylinder.
