then sin(A)= 10/hypotenuse
But sin (30) = 1/2
So, 1/2 = 10/hypotenuse
hypotenuse = 20

But hypotenuse is the longest side of a right triangle and b=40
That is a contradiction.

Therefore these conditions give rise to no triangle.
