minutes are a fractional part of a degree

just multiply the decimal (or fractional) part of the degrees by 60 to get the minutes
___ round like any number

30.5º is 30º plus .5 times 60' or 30º30'

21.73º is 21º plus .73 times 60' or 21º43.8' ___ rounded to 21º44'
