Okay, let's make distance of 1st boat as D%5B1%5D going EAST, and 2nd boat as D%5B2%5D going N30deg EAST. In solving ofr D%5B1%5D and D%5B2%5D you already gave the formula, D=%28rate%29%28time%29.
So in half an hour,
D%5B1%5D=%2814mi%2Fcross%28hr%29%29%280.5cross%28hr%29%29
D%5B1%5D=7miles
D%5B2%5D=%2828mi%2Fcross%28hr%29%29%280.5cross%28hr%29%29

Why 60 degrees?
North & East directions are like xy coordinates that forms 90 deg. Since 30 deg is given on the north side, the other 60 deg we used on the east side since we're referring on the 1st boat on the east direction.
