You can solve this with elimination quite easily.
2x-7y=8
x-4y=3
Multiply your second equation by negative 2, and add the systems.
2x-7y=8 + %28-2%29*x-4y=3 =
2x-7y=8 + -2x%2B8y=-6 =
2x-2x-7y%2B8y=8-6 = y=2
Plug y=2 back into either equation to solve for x.
2x-7%282%29=8
2x=22
