This isn't volume, this is a surface area/area question.
But here's what I got:
47cm^2 is the area of the drawing.
1cm= 1 foot in real life.
I used my TI-83 to calculate the square root of 47, and I got 6.8556546004010441...(the real answer will keep going on forever, so you will have to estimate).
Cutting off at 6.8556546, we can start rounding. We will round to four different answers, depending on the place value after the decimal that you choose to your standards.

6.8556546 goes to 6.855655, because 6 is closer to 10 than 0. So we add one to the next place value.
6.855655 goes to 6.85566, because 5 is close to 10 than 0. So we add one to the next place value.
6.85566 goes to 6.8557, because 6 is close to 10 than 0. So we add one to the next place value.
6.8557 goes to 6.856, because 7 is close to 10 than 0. So we add one to the next place value.
STOP!!!
If you decide to round to the thousandths place, then 6.856 is your answer.
Multiply 6.856 by 1 to convert the cm to feet.

ROUNDING TO THE HUNDREDTHS PLACE:
6.856 goes to 6.86, because 6 is closer to 10 than 0.
Multiply 6.86 by 1 to convert the cm to feet.

ROUNDING TO THE TENTHS PLACE:
6.86 rounds to 6.9, because the 6 is closer to the 10 than 0.
6.9*1 to convert cm to feet.

ROUNDING TO THE NEAREST WHOLE NUMBER:
6^2= 36
7^2= 49
But 47 doesn't have a perfect square root.
So we go to the nearest number possible.
Since 47 is closer to 49, then the square root will be 7.
Multiply 7*1 to convert the cm to feet.

1 ft = 30.48 cm so the scale is 1:30.48

Area is a function of the square of the dimensions (2 dimensions)
--> 47*30.48*30.48
= 43664.4288 sq ft
---------------------
Drawings usually show linear dimensions, not area.
