The circumference is 6 not the area
1.5*1.5=2.25 area
or another way
3/2*3/2=9/4=2.25
121/2.25=53.78 so get at least 54 tiles
There will be 49 whole tiles and each row and column will need part of a tile
49*2.25=110.25
121-110.25=10.75 in pieces
