The squares of their surface areas are proportional.
In other words, suppose you have two similar cones, say the radius of the base and height of the smaller one are 2%2F3 of the radius of the base and height, respectively, of the larger one. Then the surface area of the smaller one will be %282%2F3%29%5E2=4%2F9 of the surface area of the larger.
