I can't tell if there is information missing, or if the problem is simply poorly conceived and unreasonable....
IF the depth is constant, then you can find the maximum depth by dividing that allowed volume of 40,000 cubic feet by the area of the pool in square feet.
That computation assumes the walls of the pool are vertical (could be...) and that the depth is everywhere the same (unlikely).
