You didn't say which ends have the semicircles.
I'll do it for the 48 m wide ends:

Area of the rectangle = 48*96 sq meters
Area of the 2 semicircles = pi*24^2 sq meters
Add the 2 areas.

the length of the oval track is equal to sum of two lengths of the rectangle (each 96m) and circumference C=2r%2Api of the circle (you got two semicircles on each end)

assuming that the semicircle is on the 48m end then: radius will be 48m%2F2=24m
and the length will be:
L=2%2A96%2B2%2A3.14%2A24
L=192%2B3.14%2A48
L=192%2B150.72
L=342.72m =>ans. for the length
the area enclosed by the track will be equal to the area of rectangle plus the area of circle:

A=48m%2A96m%2B3.14%2824m%29%5E2
A=4608m%5E2%2B3.14%28576m%5E2%29
A=4608m%5E2%2B1808.64m%5E2
A=6416.64m%5E2...=> ans. for the area
