B means B-complement. It means the set of all elements (or members)
that are in the universal set U but which are not in B.
So since B = {21, 24, 25, 27}, then the set B-complement,
is:

B = {22, 23, 26}
because that is the set of all the elements
(members) of the universal set U that are not elements
(members) of B.
Since C = {23, 24, 26, 27}, then the set C-complement,
is:

C = {21, 22, 25}
because that is the set of all the elements
(members) of the universal set U that are not elements
(members) of C.
