4%2A5=.04%2A599
20=23.96....not equal
I guess your question should be: why 400% od 5 and 4% of 500 are the same amount
%28400%2F100%295=%284%2F100%29500
4%2A5=.04%2A500
20=20....equal
so, why?...because 4:0.04=500:5...inverses
