5y-7/2+4x-3/6=18-5x
Let's pullout the fractions and add those;
-7%2F2-3%2F6=-21%2F6-3%2F6=-24%2F6=-4
Now put that back into the equation
5y-4+4x=18-5x;
Now move the 5x over to the right side and the -4 to the left;
5y+4x+5x=18+4
5y+9x=22
