You only at best can guess the terms are whole numbers between 0 and 20 inclusive; but not enough terms to be certain.

The 0 seems out of place.
If the sequence was 18,16,19,17,20,...
then it appears the pattern might be- minus 2
- plus 3
- minus 2
- plus 3
and so on
If that 0 wasn't there and the pattern was as described, then the next term would be 20-2 = 18
But as you can see, I'm making 2 assumptions about this sequence that may not be true. The nature of questions like this without any context or further instructions make finding the next term purely guess work.
Keep in mind that sequence problems like this are fundamentally flawed.

The summary of what I mention is that the sequence 1,2,4 could have infinitely many possible numbers as the fourth term; questions that ask about the next term are often too vague to answer. Further context is needed.
