As you said, the width is %283%29%2F%284%29 of the length. This would lead us to believe that the length is 4 parts, and 3 parts of it is 12 inches.
This can be written as %2812%29%2F%28l%29 = %283%29%2F%284%29 . Using cross multiplication, we'll get %283l%29%2F%283%29 = %2812%2A4%29%2F%283%29 , which ends up as 16 inches. Now we know that the length is 16 inches and the width is 12 inches.
a) Using our info, the perimeter is equal to 2(l+w)
= 2(16 + 12) inches
= 2(28) inches
= 56 inches
b) Area is equal to l times w
= 16 times 12
= 192 square inches
