The perimeter of a rectangle is given by the following, where L=Length and W=Width:
P=2L%2B2W
You are given L and W; so multiply each by 2 and add 'em up:
P=2%288%2F%282x-5%29%29%2B2%28x%2F%282x-5%29%29
P=16%2F%282x-5%29%2B2x%2F%282x-5%29
The 2 fractions have the same denominator, so you can add them:
