You know that the side of a square is 1/4 the perimeter, right?
(1/4)*(16s + 24) = (4s + 6)
:
Area =(4s + 6)^2
:
FOIL (4s +6)(4s + 6) and you have:
16s^2 + 24s + 24s + 36
Which is:
16s^2 + 48s + 36
