Don't be intimidated by the word "proportion," it's simply a fraction and can be written as so.
We know that 3:4 is width to length, but we also know that length is 36. How do we get from 4 to 36? 4*9=36. If we multiply the proportion by 9 to find length, we multiply the proportion by 9 to get width. So 9*3=27. The final proportion of width to length is 27:36.
