Multiplier for 20% increase = 1.2
Multiplier for 20% decrease = .8

change in area:
c = L * W - 1.2L*.8W
c = 1LW - .96LW
c = .04 which is a 4% change in area, how much will depend on the actual dimensions you're dealing with here
