The dimensions have to be 2x and x (so that you can cut the rectangle into two squares of side length x). The perimeter is 2(2x+x) = 2(3x) = 6x = 24, so x = 4. Since the dimensions of the rectangle are 2x and x, we replace x to obtain 8 by 4.
