Let x and (.25x + 5in) represent the length and width respectively

Question states***

 2(x)  +  2*(.25x+5in) = 80in

Solving for x

     2.5x = 70in

      x = 28in, the length.  the width is 12in   (.25*28in + 5)

  2*28in + 2*12in = 80in
