Hi,         

Let x and (x+3)represent the width and length respectively

P = 30in

30in = x + x + (x+3) + (x+3)

solving for x

30in = 4x + 6

24in  = 4x

  x = 6in, the width.  Length is 9in.     (6in + 3in)

 2*6in  + 2*9in  = 12in + 18in = 30in
