For a rectangle to be a rectangle, both opposite sides must equal each other. The lengths are equal and the width are equal.
The perimeter for a rectangle is the total distance around the rectangle.
P=L%2BW%2BL%2BW=2%28L%2BW%29
For your case
L=15
W=20
P=2%2815%2B20%29=2%2835%29=70
The perimeter is 70 inches.
