if the length L of a rectangle is 7 inches longer than it is wide W, we have
L=W%2B7.....eq.1

if the perimeter is 38 inches, we have
2%28L%2BW%29=38
L%2BW=38%2F2
L%2BW=19......substitute L from eq.1
W%2B7%2BW=19
2W=19-7
2W=12
W=6
go to
L=W%2B7.....eq.1, ....substitute W
L=6%2B7
L=13

the dimensions of the rectangle are 13 by 6

            The solution by @josgarithmetic is TOTALLY WRONG.

            For your safety, simply ignore it.

            The correct solution is THIS


W + (W+7) = 38/2 = 19


2W = 19-7 = 12.

W         = 12/2 = 6.


ANSWER.  The dimensions are  6 and 13 inches.

Solved.
