The condition says that L%2FW = 5%2F3.

It means that L = %285%2F3%29%2AW.     (*)

The condition  also says that 

LW = 135.

Substitute (*) to there. You will get

%285%2F3%29%2AW%5E2 = 135  --->  5W%5E2 = 135*3  --->>> W%5E2 = %28135%2A3%29%2F5 = 27*3 = 81.

Hence, W = sqrt%2881%29 = 9.

Then L = %285%2F3%29%2A9 = 15.

Answer. The length is 15 inches.  The width is 9 inches.
