Protractors usually have two sets of numbers going in opposite directions.
Be careful which one you use!
When in doubt think "should this angle be bigger or smaller than 90° ?"

to draw an angle , which is 70˚.
Step 1:
Draw a line segment AB and mark A as the first endpoint
Step 2: Place the center of the protractor at the endpoint A and adjust the base line to be aligned to line segment.
Step 3: Find 70˚ on the outer scale of the protractor and mark that point as point P.
Step 4: Remove the protractor and draw a line from point A to point P

to bisect it by using compasses, open your compass and from the point A draw a arc so that it intersect both line segment AB at S and line segment AP at T
then go S and draw a arc inside angle, do same from the point T
mark the point where these two arcs intersect and draw a line from A through that point
