Consider that as "x is any number between -1.3 and 6.4,
inclusive". so shade those values on the number line. 

Since these endpoints are decimal values in tenths, draw an empty number
line marked off so you can easily estimate tenths in between whole numbers,
...then you mark the endpoints of the interval:

Then you mark -1.3 three-tenths of the way from -1 going toward -2.
