1 and 3%2F7 is 1%2B3%2F7=7%2F7%2B3%2F7=10%2F7=1.428571428571429=1.43
1 and 2%2F5 is 1%2B2%2F5=5%2F5%2B2%2F5=7%2F5=1.4
so, 1 and 3%2F7 is greater than 1 and 2%2F5 and turtle that goes 1 and 3%2F7 had the faster time

 Considering that these are units of time, the turtle that takes  1%262%2F5 units of time is faster
