If only 1 of the men, then the work rate is %281%2F12%29 of the group of 12 men. This means, 1 man goes at the rate of 1%2F%2827%2A12%29 houses per hour. The question is about the rate for 9 men:

Knowing their rates are additive, 9%281%2F%2827%2A12%29%29=1%2F36 houses per hour, which using the reciprocal, is 36 hours to paint one house.

there are only 9 men available to do the 324 man hours
324/9=36 hours for 9 men
