(Assume that they can work and produce the organic product all year round.)

Since John can produce 1500 lb of an organic product in six months, he will produce six times of that amount in three years, 
i.e. 6*1500 lb = 9000 lb.               (1)
(Notice that 3 years = 6 times 6 months).

Since Tom can produce 3500 lb of the organic product in one year, he will produce three times of that amount in three years, 
i.e. 3*3500 lb = 10500 lb.              (2)

Now add (1) and (2) to get the answer.
