Invert and change to multiplication:
[(x^2+2x-15)]/(4x^2)]
Factor where you can:
[(x+5)(x-3)/4x^2] * [2(x-5)/(x-5)(x+5)]
Cancel where you can:
[x-3]/[2x^2]
