To remove the parentheses, Multiply the 
inner exponent 1%2F2 by the outer exponent -4
and get the exponent -2, so you have:

x%5E%28-2%29

Now use the rule for making negative exponents positive,
by moving them from numerator to denominator like this,
leaving a 1 in the numerator when necessary to
hold the numerator, as in this case:

1%2F%28x%5E2%29
