100= C*3,963ˉ²(the exponent is -2).
C = 100/3,963ˉ² (the exponenet is -2).
At this point I am not sure what direction to take, can someone please help me toward the right direction.

Not a lot of pointing required. You have the 'numbers correct'. Wat you still need to add in are the 'units'.
100pounds+=+C+%2A+%28r%5Bmiles%5D%29%5E%28-2%29
100pounds%2F%283963miles%29%5E2+=+C
C+=+100pounds%2F%283963%5E2%2Amiles%5E2%29
Now just simplify the number, but remember to leave in the units. C ends up being in terms of pounds/miles^2
