i'm not quite sure what your asking here.
let me go through it and see which answer you think is right.

if you want dollars per hour, then you evaluate the fraction 52/2 to get 26 dollar per hour.

if you want hour per dollar, then you evaluate the fraction 2/52 to get 1/26 hours per dollar.

the per variable goes on the bottom of the fraction.

essentially, what you have is a ratio and you want to make the denominator of the ratio equal to 1.
