= sqrt%281078x%5E2%2F11%29
= sqrt%2898x%5E2%29

Work with the constants and the variable separately. That is, change

sqrt%281078x%5E11%2F11x%5E9%29
to
sqrt%281078%2F11%29%2Asqrt%28x%5E11%2Fx%5E9%29

Then simplify each square root separately.

Remember when simplifying the square root containing the variable that
sqrt%28x%5E2%29+=+abs%28x%29, not sqrt%28x%5E2%29+=+x
