I'm not exactly sure what you mean by "division proporties of radicals", but maybe this can help you.
sqrt%28x%29
is equal to x^1/2. In a standard radical like this, there is a two on the stem of the radical box, and the exponent on the variable inside is one.
We put the one of the variable's exponent over the two of the radical. This gives us x to the power of one half.
sqrt%28x%5E3%29
This would be rewritten as x^3/2 because we put the exponent of the variable over the number of the radical.
