a: eccentricity
b: perihelion
I thought that I'd found out how to rearange it for perihelion, but when various values were plugged in, the results were incorrect. I'm sure that all that I missed was an operation overlooked.

This is what I've done:
(h,k)=(2,3)
(x-2)^2+(y-3)^2=r^2
(0-2)^2+(0-3)^2=r^2
4+9+r^2
r^2=13
R=√13

I know the fomula to find the vertex is y=aX^2+bx+c
But I dont understand the process of working the problem out.
The equation is y=(x-2)^2+3
