Take a look at the coefficient of the x^2 term. Notice that it is negative: This indicates that the parabola opens downward, therefore, the vertex must be a maximum.
The equation is in the form:
y+=+a%28x-h%29%5E2+%2B+k
The vertex is located at (h, k) or at ( 7, -2)
