assume you meant y=3x^2+12x+1
Rewrite as:
3x^2+12x=y-1
3(x^2+4x = y-1
x^2+4x+? = (1/3)(y-1)+?
Complete the square to get:
x^2+4x+4=(1/3)(y-1)+4
(x+2)^2=(1/3)(y-1+12)
(x+2)^2=(1/3)(y+11)
Vertex: (-2,-11)
4p=1/3
p=1/12
Focus: (-2+1/12,-11) = (-23/12,-11)
Directrix: y=-11-1/12 = -(11 1/12)
