where Pt(h,k) is a center  with vertices 'b' units up and down from center.

  %28y-3%29%5E2%2F4+-+%28x%2B7%29%5E2%2F12+=+1  Center(-7,3)

 Foci distance from center = sqrt%284%2B12%29+=+sqrt%2816%29+=+4

 Foci are (-7,7) and (-7,-1)
