You can put this solution on YOUR website! The mid-point is (0,-3)
The slope of the line joining the given points
is (1+8)/(-3-3)=9/-6=-(3/2)
So the equation of the perpendicular bisector
has slope =2/3 and passes through the point (0,-3).
