By order of operations agreement, you always raise to the power before you multiply!! So square the values of x, then multiply by 3, and that will give you the y values:

x=-2, y = 3*(-2)^2 = 3*4 = 12
x=-1, y = 3*(-1)^2 = 3*1 = 3
x= 0, y = 3*(0)^2 = 3*0 = 0
x= 1, y = 3*(1)^2 = 3*1 = 3
x= 2, y = 3*( 2)^2 = 3*4 = 12

If you graph these points it should look like this:
