Notice that the center and the vertex lie in one vertical line x = 1.

Hence, the major axis is vertical line x = 1 parallel to y-axis.


Next, the major semi-axis length is the distance from the ellipse center to the vertex, i.e. 7-4 = 3 units.

Further, since the eccentricity is 2%2F3, the minor semi-axis is  %282%2F3%29%2A3 = 2 units,  and the ellipse is taller than wide.


Thus the equation of the ellipse is 

%28x-1%29%5E2%2F2%5E2} + %28y-4%29%5E2%2F3%5E2 = 1.






    Ellipse %28x-1%29%5E2%2F4 + %28y-4%29%5E2%2F9 = 1
