y=a%28x-h%29%5E2%2Bk has vertex (h,k). You found the vertex from the graph, so you next need to find the value of a using the other given point of the graph.

First, solve for a.
a%28x-h%29%5E2=y-k
a=%28y-k%29%2F%28x-h%29%5E2
Use the point given point and the vertex.
a=%28-1-%28-3%29%29%2F%280-1%29%5E2
a=2%2F1
a=2
