Circle in not in standard form, but the way you want it is multiplying left and right members by 64 and obtain %28x%2B2%29%5E2%2B%28y-8%29%5E2=8%5E2, and I see no reason to use upper case form for these variables.

You could graph the equation if you know how to read information from standard form of a circle, %28x-h%29%5E2%2B%28y-k%29%5E2=r%5E2 that the center is (h, k) and radius is r.
